Title VI and LEP Program 2022-2025
Bloomington Transit operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful practice under Title VI may file a complaint with Bloomington Transit.

The Bloomington Public Transportation Corporation (BPTC) is committed to ensuring that no person is excluded from participation in, or denied the benefits of our transit services on the basis of race, color or national origin, as protected by Title VI of the Civil Rights Act of 1964. If a person believes they have been subjected to discrimination under Title VI on the basis of race, color or national origin, they may file a written complaint with the General Manager, Bloomington Public Transportation Corporation.

REASONABLE MODIFICATIONS
To ensure that our service and facilities are accessible to individuals with disabilities, The Bloomington Public Transportation Corporation (BPTC) follows ADA guidelines by considering requests to make reasonable modifications and accommodations to policies, practices, and procedures. BPTC will make every effort to grant such requests unless requests would cause a direct threat to health or safety to others, result in fundamental alteration of BPTC service, would not actually be necessary in order for the individual with a disability to access the entity’s service, or would result in undue financial and administrative burden.
REASONABLE MODIFICATIONS AND ACCOMMODATIONS COMPLAINT PROCEDURE
The Bloomington Public Transportation Corporation (BPTC) has adopted appropriate due process standards for the prompt and equitable resolution of complaints alleging any action prohibited in the U.S. Department of Transportation’s (USDOT) Reasonable Modification of Policies and Practices 49 CFR Parts 27 and 37. When a person desires to file a complaint alleging violation of the Americans with Disabilities Act (ADA), the following process shall be followed:

The person filing the complaint shall provide sufficient details of the allegation. Individuals requesting modifications to BPTC services shall describe what they need in order to use one of our services. Such individuals are not required to use the term “reasonable modification” when making such a request, nor do they have to submit the request in writing. Whenever feasible, requests for modifications shall be made in advance before BPTC is expected to provide the modified service.

Bloomington Transit operates its programs, services, and facilities with regard to accessibility in compliance with The Americans With Disabilities Act (ADA). Any person who believes she or he has been aggrieved by any unlawful practice under ADA may file a complaint with the Bloomington Public Transportation Corporation (BPTC).
PROCEDURES TO FILE AN ADA COMPLAINT
- Persons may file and sign this ADA complaint form within 180 days of the date of alleged discrimination. The complaint should include the following information:
- Person’s name, address and how to reach the person (telephone number, e-mail address, etc.)
- How, why, when and where the person believes they were discriminated against. Include the location, names and contact information of any witnesses. If the alleged incident occurred on the bus, give date, time of day, route number, location, and bus number.
- The person must sign the letter of complaint
- The written complaint shall be mailed, emailed, or delivered to BPTC

The BPTC BT Access Manager will track and investigate all complaints received. If the BT Access Manager is not available or if the complaint is filed against him/her, the BPTC General Manager shall investigate the matter. The General Manager will document all complaints and findings and respond back to the complainant in writing with determinations and findings.
The person may appeal the Customer Service Manager’s finding by filing a signed, written appeal within 30 days of the date of the Customer Service Manager’s finding to the BPTC General Manager. The General Manager shall investigate the matter and respond back to the complainant in writing with determinations and findings.
In compliance with The U.S. Department of Transportation (US DOT) 49 CFR Parts 27 and 37, Bloomington Transit will make reasonable modifications/accommodations to our policies, practices, and procedures to ensure program accessibility. DISADVANTAGE BUSINESS ENTERPRISE (DBE) PROGRAM
The Bloomington Public Transportation Corporation (BPTC) has established a Disadvantage Business Enterprise (DBE) Program in accordance with the regulations of the U. S. Department of Transportation (DOT), 49 CFR Part 26. BPTC has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, BPTC has signed an assurance that it will comply with 49 CFR Part 26.
It is the policy of BPTC to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy:
- To ensure nondiscrimination in the award and administration of DOT assisted contracts;
- To create a level playing field on which DBEs can compete fairly for DOT assisted contracts;
- To ensure that the DBE program is narrowly tailored in accordance with applicable law;
- To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
- To help remove barriers to the participation of DBEs in DOT assisted contracts; and
- To determine available resources that can assist the development of firms that can compete successfully in the market place outside the DBE Program.
The BPTC Controller has been delegated as the DBE Liaison Officer (DBELO). In that capacity the Controller is responsible for implementing all aspects of the DBE program. Implementation of the DBE Program is accorded the same priority as compliance with all other legal obligations incurred by BPTC in its financial assistance agreements with the Department of Transportation.
BLOOMINGTON PUBLIC TRANSPORTATION CORPORATION DISADVANTAGE BUSINESS ENTERPRISE GOALS (2025-2027)
The Bloomington Public Transportation Corporation (BPTC) hereby proposes the establishment a three year goal (FY 2025-2027) of 5% for DBE participation in DOT-assisted contract.
The program and the rationale for the proposed goal is available for public inspection during regular business hours Monday through Friday, 8:00 AM to 4:30 pm at the BPTC office, 130 West Grimes Lane, Bloomington, IN 47403.
