PUBLIC HEARING
BLOOMINGTON TRANSIT PROPOSED FARE POLICY UPDATES
The Bloomington Public Transportation Corporation (BPTC) will hold a public hearing to receive public comment concerning updates to the existing fare policy:

Those interested in providing feedback may do so at any time during the public meeting or by submitting written comments on or before September 16, 2024 by emailing sh****************@bl****************.com . Following the public comment period, feedback will be presented to the BPTC board to assist in their decision to vote on adopting an updated fare policy resolution. The fare policies are proposed to go into effect in conjunction with the new electronic fare system rollout, anticipated to go into effect later this year.
The following changes are proposed for formal adoption:
- The addition of a โfare capโ policy. Fare capping allows all passengers to receive the benefits of a monthly fare pass even if funds are loaded incrementally to a passengerโs account. With the new fare system, passengers will load funds onto their account and tap their fare card/phone upon boarding. The system will keep record of the amount a passenger has been charged and will stop charging them once they have paid $3 in one day and $30 in one month for full passengers and $1.50 in one day and $15.00 in one month for reduced fare passengers.
- An update to the transfer policy. Customers will still be able to transfer between routes within an hour without paying an additional fare. Under the new system, passengers with paper tickets will scan their ticket once to activate it. Once it is scanned for the first time, passengers can scan the ticket again within one hour on any other fixed route vehicle to board. Passengers with fare cards and mobile payment accounts will scan their fare media and will not be charged again for additional scans made on other vehicles within a one hour period. Transfers will no longer be available for those paying with cash on board.
- The transition of paratransit multi-ride punch passes to reloadable fare cards and mobile payment accounts. For paratransit passengers, the 10-ride and 30-ride punch passes will no longer be available. Clients will pay for trips with reloadable fare cards or mobile app payment accounts that will charge $2.00 per BLink ride and will not charge a fixed route fare when scanned on fixed route vehicles.
- The transition of account-based payments from Token Transit to the Umo mobility app. The new app will allow passengers to load funds to their account and use their linked physical fare card and their mobile account wallet interchangeably.
